Peking, March 13, 1908.

Please see my telegram No. 6 of the 7th January last. Following is the basis on which the Japanese Minister is now ready to negotiate :-

1. Closure of all Japanese telegraph stations at both opened and unopened marts in Manchuria, except at such open places which are in close proximity to the railway.

2. Payment of a royalty.

3. Establishment of a cable between Dalny and Chefoo, on lines stated in my telegram No. 191 of the 10th November, 1907.

On the whole, these terms are acceptable to China. They will be laid before the forthcoming International Congress at Lisbon for consideration by the various parties interested.

I am repeating this telegram to His Majesty's Ambassador at Tokyo.
